Capax Group advances its work through focused initiatives that address critical challenges facing local governments.

Utility Capacity & Resilience Initiative

Local governments and utility systems are facing increasing pressure from aging infrastructure, regulatory requirements, funding complexity, staffing limitations, and natural disasters. Most communities already know what needs to be done — capital planning, financial policies, asset management, infrastructure upgrades, and emergency planning — but often lack the organizational capacity, policies, and systems needed to implement those improvements.

The Capax Utility Resilience & Capacity Program focuses on strengthening the organizational, financial, and operational capacity of local governments and utility systems to plan, fund, manage, and implement infrastructure and resilience projects more effectively. The program can be delivered to a single utility or increase impact and efficiency through a cohort model.

Capax is currently enrolling individual utilities and utility cohorts for 2027. Water and wastewater utilities in North Carolina are encouraged to discuss funding opportunities with their Council of Governments and NCDEQ DWI staff.

The program focuses on foundational areas such as utility governance, financial management, capital improvement planning, asset management, emergency preparedness, regulatory compliance, and funding strategy. Participants do not just attend workshops — they complete real policies, plans, and implementation tools during the program.

Healthy Communities Through Local Government Initiative

Public health is shaped not only by healthcare systems, but also by the policies and infrastructure decisions made by local governments. The Healthy Communities Initiative explores how local governments can address the social and environmental determinants of health through policy, planning, and infrastructure.
